Public-private partnership and licenses

Andersen assists in developing structures, implementing and financing projects constructed under the PPP and concessions. Our professionals provide comprehensive services at each stage of proceedings intended to conclude a public and private partnership agreement.

Presented below are selected PPP projects in which we participated:

  • Gdańsk, a private entity

Competitive dialogue. Advising on selection of a private partner to implement a project of design, construction, management, maintenance and operation, with financing, if required, of a Thermal Waste Treatment Plant in Gdańsk, of the nominal waste treatment capacity of up to 250,000 Mg/year, grate technology (for the purpose of the project of Waste Management System for the Tri-City Metropolis) conducted in the form of a competitive dialogue procedure by Zakład Utylizacyjny Sp. z o.o. of Gdańsk.

  • Katowice, the Museum of Silesia

Advising on of preparation of public private partnership projects conducted by the Polish Agency for Enterprise Development (PARP) for Water Tower Revitalisation including Development of the Surrounding Area for the Museum of Silesia in Katowice.

  • Rytro, Rytro Municipal Authorities

Advising on preparation of public private partnership projects conducted by the Polish Agency for Enterprise Development for Construction of Rytro Commune Centre

  • Wąbrzeźno Town Municipality

Advising on preparation of a public-private partnership project of construction of a residential building on a PPP basis, together with an additional support at the stage of implementation, in particular in the process of private partner selection and conclusion of an agreement with the private partner. The project is financed by the Polish Agency for Enterprise Development (PARP). 

  • Gdynia, Hospital – Szpital Św. Wincentego A. Paulo Sp. z o.o.

Legal and economic (including tax) consultancy in preparation of a public and private partnership agreement as part of a project of extension of the hospital. The project is implemented by the Contracting Entity and a private partner based on a public-private partnership agreement with support from the EU funds – JESSICA Initiative as part of the Regional Operational Programme for the Pomerania Province for 2007–2013, Action 3.3, Urban Infrastructure Development – Non-Grant Support, under the Priority Axis III “Urban and Metropolitan Functions”.

  • Katowice, Katowice Town Authorities

Procedure to conclude a PPP contract intended to set up a capital company by the public and private partners for implementation of the project of a water park in Katowice. The overall area of the investment land owned by the Town is: 90777.0 m2. The Town intends to provide additional funds of 55 million for the project, allocated to this purpose in the Town budget.

  • Poznań, the Adam Mickiewicz University

Selection of a private partner for a project of design, construction, management and maintenance of a set of dormitories within the Morasko Campus in Poznan.

  • Opole, the Opole Town Authorities

Comprehensive consultancy, legal and financial services for the Opole Municipality, including analysis of risks in procedures regarding selection of a private partner or license holder to implement the project of “Multilevel underground parking on Mikołaj Kopernik Square in Opole including development of the square area as the public space.”

  • Sopot, the Municipal Authorities of Sopot

Comprehensive consultancy and legal services for the implementation of the project of “Development of the Sopot Railway Station premises and adjacent areas in cooperation with a private partner”, which includes preparation and administration of the private partner selection procedure. The scope of the consulting services included participation in negotiations with project owners and preparation of draft contracts for construction of the project as well as all types of agreements and commitments of the project participants.

  • Biskupice, the Municipal Authorities of Biskupice

Advising on a public-private partnership project of water supply management, i.e. collective water supply services in Biskupice Commune with maintenance and repair of infrastructure as well as maintenance and repair of school-based sewage treatment facilities, including preparation and conduct of procedure to select the private partner.  

  • Siemianowice Śląskie, Aqua-Sprint Sp. z o.o. – a municipal company

Developing a model for managing the water supply and sewage disposal in Siemianowice Śląskie taking into account the environmental aspects resulting from the Act of 7 June 2001 on collective water supply and sewage disposal; consultancy in selection of the water supply and sewage disposal network.
