Ministry of Finance publishes another Q&A series on the National E-Invoice System
As announced by the Ministry of Finance, public consultations have just begun regarding certain issues of concern in connection with postponement of the mandatory E-Invoice System
Before the start of the consultations, the Ministry of Finance published another series of questions and answers on the E-Invoice System, which included, without limitation, the following issues:
- indication of a new date for mandatory implementation of the E-Invoice System planned for April/May 2024 after an audit of the current system,
- no changes planned with respect to assignment of KSeF numbers.
- The Ministry is not planning to cancel the obligation to indicate the KSeF number of an invoice in a wire transfer.
The Ministry of Finance also informed of publication of a comprehensive manual on the system’s functionalities. The manual is to include guidelines for granting the authorization to use the System and authentications in the system.
Most importantly, the Ministry of Finance indicated that it does not consider a scenario in which the System implementation is abandoned.
Public consultations on the System began on 16 February 2024 and will last until 1 March 2024. The following aspects will be discussed during the consultation meetings:
- security and efficiency – the meeting of 16 February
- consumer invoices and buyer status – the meeting of 16 February
- KSeF identifier in payments – 21 February (10:00- 11:30)
Sectoral Meetings:
- Meeting with the factoring sector – 21 February (12:30- 14:00),
- Meeting with the sector of utility providers – 22 February (10:00- 11:30),
- Meeting with the fuel sector – 22 February (12:30- 14:00),
- Meeting with territorial government units – 29 February (10:00-11:30)
- Stages of the E-Invoice System implementation – 29 February (12:30- 14:00)
- Explanations, interpretations, training – 1 March (10:00- 11:30)

Questions and answers will be updated on as needed basis with questions asked during consultations.
