New types of waste to be registered in the Electronic Transport Supervision System (SENT)

Expansion of the list of waste that requires registration

Pursuant to the Regulation of the Minister of Finance of October 9, 2023 amending the Regulation on goods whose carriage is covered by the monitoring system for road and rail transport of goods and trade in heating fuels, new types of waste are covered by the Electronic Transport Supervision System, for which the gross shipment weight is 1,000 kg or more, or the volume is 1,000 liters or more.

The waste listed in the Regulation is identified with the following codes:

  • 08 01 11 – waste paint or varnish containing organic solvents or other hazardous substances,
  • 08 01 13 – sludges from paint or varnish removal containing organic solvents or other hazardous substances,
  • 08 01 15 – aqueous sludges containing paint or varnish containing organic solvents or other hazardous substances,
  • 08 01 17 – wastes from paint or varnish removal containing organic solvents or other hazardous substances,
  • 08 01 19 – aqueous suspensions containing paint or varnish containing organic solvents or other hazardous substances,
  • 08 01 21 – waste paint or varnish remover
  • 08 03 12 – waste ink containing hazardous substances,
  • 08 03 14 – ink sludges containing hazardous substances,
  • 08 04 09 – waste adhesives and sealants containing organic solvents or other hazardous substances,
  • 08 04 13 – aqueous sludges containing adhesives or sealants containing organic solvents or other hazardous substances,
  • 08 04 15 – aqueous liquid waste containing adhesives or sealants containing organic solvents or other hazardous substances,

The said regulation has been in force since 12 January 2024. As of this date, collectors and carriers of waste identified with the aforementioned codes are required to register shipments in the Electronic Transport Supervision System using the Platform for Electronic Revenue and Customs Services (PUESC).

What is SENT?

SENT – the Electronic Transport Supervision System – is used to monitor road and rail shipments of sensitive goods. It is operated by the National Fiscal Administration. The System was implemented upon the Act of 9 March 2017 on the system of monitoring road and rail carriage of goods and trade in heating fuels. Pursuant to the Regulation of the Minister of Finance of January 25, 2022, the obligation to register transport in SENT also applies to goods which are waste within the meaning of the Waste Act of December 14, 2012 (Journal of Laws of 2021, item 799, 784, 1648 and 2151) subject to the provisions of Regulation (EC) No. 1013/2006 of the European Parliament and of the Council of 14 June 2006 on shipments of waste (Official Journal of the EU L 190 of 12.07.2006, p. 1, as amended).
